Ohio students charged in East Liverpool school shooting

Court documents from the Montgomery County District Attorney’s Office detailing why a Pennsylvania man and his girlfriend were charged in the 2018 middle school shooting death of 13-year-old Jacob Hall.

Charges were announced Thursday against a 17-year-old and a 15-year-old boy from East Liverpool, Ohio, each charged with involuntary manslaughter, criminal homicide and felonious assault after authorities say they opened fire on a suburban Cleveland school bus in September.

The boy with the most serious charges, 17-year-old T.J. Lane, already is being held in the juvenile detention center. The teenager with the less serious charges, 15-year-old Ma’lik Richmond, will be tried as an adult and is being held in the juvenile detention center.

These are the charges:

Felony homicide

Involuntary manslaughter

Two counts of felonious assault

Treating a corpse

If convicted, each faces up to eight years in prison.

“This was a pretty brutal attack on an innocent 13-year-old schoolboy, and they used a semi-automatic weapon with devastating and devastating consequences,” said Irena Brignac, Montgomery County district attorney, in a news conference announcing the charges against the teens.

They fired multiple shots and the assault weapon had a magazine which held 18 live rounds when the gun was discharged, Brignac said.

Joseph Frolik, an East Liverpool School District spokesman, said a bag or trash bag with bloody ammunition was found in the trunk of the suspect’s vehicle.

Surveillance video from the bus shows the incident occurred September 22 while the middle school children were on their way home from East Liverpool Junior/Senior High School.

Jacob Hall, a fourth-grader at East Liverpool Junior/Senior High School, was shot and killed at about 4:05 p.m.

The family has released a statement through a lawyer, who described Jacob as a good boy, who was looking forward to entering ninth grade and starting to reach his “full potential.”
